How it usually proceeds

  1. Complaint. The complaint is filed with the prosecutor's office, usually with affidavits and evidence.
  2. Preliminary investigation. Both sides submit affidavits. The prosecutor decides whether there is enough basis to file the case in court.
  3. Trial. If filed in court, the case goes through arraignment, pre-trial and trial.
  4. Decision and appeal. The court issues its decision, which may be appealed within the period allowed by the rules.
